Reference conditions are assigned properties of a measurement system, not background facts. This report defines the evidence required to compare readings produced under dissimilar local frames.
The method preserves source order, calibration state, environmental context, and uncertainty before constructing a reconciled record. A reconciled order may differ from acquisition order without changing the original evidence.
Across the 2025–26 comparison series, the largest errors arose not from instrument precision but from unrecorded changes in the condition used as the reference.
