Regional Outcomes studies independent events at population scale and establishes when aggregate behavior requires review, intervention, or a revised boundary.

Regional Outcomes studies independent discrete events at population scale. Programs establish the admitted boundary, expected distribution, and review threshold before any individual outcome is observed.

An unusual event is not treated as evidence by itself. Aggregate behavior, however, may continue to warrant supervision even while every admitted trial remains independent.

Boundary Layer Program

Studies the interfaces between observed and unobserved, admitted and excluded, and internal and external populations.

Public measure: Boundary completeness and unresolved crossing count.

A crossing may be recorded on both sides without duplication.

RO–P02

Regional Allocation Study

Compares low-frequency events with assigned distributions inside a stable geographic and administrative boundary.

Public measure: Aggregate deviation across the admitted trial population.

Individual trials remain independent; aggregate behavior remains subject to supervision.

RO–P03

Habitat Zero

Studies resource allocation, labor, governance, maintenance, and biological support within a closed operating population.

Public measure: Days of institutional function retained without external correction.

Population substitution does not reset the continuity interval.
